A Memorandum of Understanding on Trade
Control Measures and on Trade Analysis and Information System (TRAINS)
was signed between SAARC and the United Nations Conference on Trade
and Development (UNCTAD) in February 1993.
This was the first agreement of cooperation to be signed by SAARC with
an international organisation.
The latest version of the TRAINS CD-ROM (Spring 2001, Version 8.0) contains
trade control measures of 119 countries of the world including 44 tariff
schedules for 2000 as well as 1999 import data by origin at the Harmonised
System 6-digit level for 65 countries. It also includes data on trade
control measures in respect of all SAARC Member Countries. TRAINS is
intended for use by policy-makers and economic operators engaged in
exports, providing them with a comprehensive information system.
Under the MOU, it has been the responsibility of the SAARC Secretariat
to update the UNCTAD Database on Trade Control Measures in respect of
SAARC Member Countries for the UNCTAD Secretariat, Geneva for incorporation
in the updated versions of TRAINS CD-ROM.
A programme for training additional Secretariat officers in TRAINS is
being currently discussed with UNCTAD.
